Company History and Management Team





Cape Wind's developer is Energy Management Inc. (EMI) a New England based energy company with 28 years of experience in energy conservation and energy development. ESS Group, Inc. of Sandwich and Wellesley, Massachusetts, has been selected as the environmental science specialist for the project.


Energy Management Inc.


In 1975, Energy Management, Inc. (EMI) began developing energy conservation and pollution control projects for institutional and industrial facilities. In 1985, the company transitioned to developing independent power projects. The company has successfully developed six natural gas fired electric generation projects. Over the past twenty-eight years EMI earned a reputation of completing environmentally superior facilities with ultra-high plant availability. In 1999, EMI began to focus on developing renewable energy projects, specifically wind power projects.


Jim Gordon, president


In 1975, Jim started EMI and over the ensuing years would build EMI into one of the most successful privately held independent power companies in America. He recruited and managed a team of dedicated and highly motivated professionals that were able to complete the myriad and complex tasks of creating state of the art power projects. Jim’s sense of timing and grasp of political and regulatory directions allowed EMI to develop some of New England’s first gas fired cogeneration and independent power projects as well as the first generation of merchant electric plants in the United States.


Jim is a graduate of Boston University’s School of Public Communications and worked for Warner Communications Corporation prior to founding EMI.


Craig Olmsted, vice president for project development


Mr. Olmsted is a registered Professional Engineer holding advanced degrees in Management and Structural Engineering from Worcester Polytechnic Institute and an MBA from Boston University. He has thirty years of experience in all aspects of the power industry and is responsible for project development from conception through commercial operation. Responsibilities range from oversight of site selection, fatal flaw analysis, financial modeling, environmental permitting, liaison with lenders, design and construction contracting through production engineering, procurement, construction and start up.


Mitchell H. Jacobs, treasurer


Mitchell Jacobs has been treasurer and general counsel of EMI since 1981. Mr. Jacobs has principal responsibility for legal matters, including the negotiation and preparation of project documents. Mr. Jacobs is a graduate of Harvard College and Cornell University Law School, and is a member of the Massachusetts Bar. EMI’s projects have presented unique legal challenges. Collectively, these projects marked the evolution of the independent power industry, from early qualifying facilities to the first true independent power facility to the first merchant facilities.


Mark Rodgers, Communications Director


 


Mark manages Cape Wind’s media relations and generates Cape Wind’s communications content. He has delivered over 300 public presentations on the project to a variety of stakeholder groups over the past 10 years. He is also responsible for managing Cape Wind’s relationships with environmental, labor, health, and trade stakeholders. Previously, Mark was a Founder and Director of HealthLink which initiated successful citizen action campaigns to reduce sources of pollution. Mark received a B.A. in Political Science from The George Washington University.


Rachel Pachter, Project Manager, Permitting and Environmental


Rachel's primary duties include managing the complex permitting process, procuring necessary permits, managing environmental programs and working with regulatory agencies. Rachel represents these interests in all aspects of project development, including equipment procurement, regulatory affairs, vendor relations, public relations and community outreach. Rachel has worked on the Cape Wind Project since January 2002.  Ms. Pachter has a BS in geology from the University of Alaska, Fairbanks.


Laura Martin, Community Relations


Laura Martin has been an employee of Energy Management since 1999. During this time, she has been responsible for managing the office environment, helping to develop a CO2 mitigation program, researching potential energy projects and overseeing Jim Gordon's annual charitable fundraiser, an event that brings in over 500 attendees and raises money for a local Boys and Girls club. Laura has assisted in every aspect of the company including engineering, project development, legal and finance. She has been a part of the Cape Wind team from the inception of the project and is currently managing the Community Relations department. Laura holds a degree in Paralegal Studies.
